Shango, #1 I would evacuate your house and rent a hotel room for at least 2 weeks, to verify if that smoking issue is ok. #2, take your hood into a petshop for testing, they all seem to do it for free. They have w/ me in the past, but I went to that really cool place on university around UW, what is it, the fishstore/petstore or something? If it works, but a new bulb. Ive had corrosion on end pieces of the base, and after cleaning and drying worked fine.
