I've experimented with dilute Bleach solutions (in drops per gallon). I seem to recall that a few drops per gallon was okay for a while but it burned the plants when I got up to a much higher dose. Additionally I found that pond snails are rather resistant to low doses of bleach, and so are their eggs. Potassium permanganate does work well, but I don't know a safe dosage off hand. After initial rinsing it can be neutralized with a little Hydrogen Peroxide.
