If we really are concerned about the costs of shipping the prizes going over
$260 and we don't think the AGA will provide us with additional funding (or
we don't want to ask them for it), it would probably be a lot less expensive
to ship prizes to 14 people  than it would 38 people.

I think the wording of the Proposal allows us enough leeway to go either
way.
