I guess I don't really think it's that important.  I tend to think we can
divide up the load evenly no matter how many judges we have, even if it's
not a multiple of three.  I don't think we need to worry
about the panel being different cross-category as they're not competing
with each other.  For best of show, I beleive the judges all need to
vote and concur.

BUT... this is definitely an area where I'm going to follow whatever
guidelines are set here and translate them to the web site programming
(rather than the other way around).
