Eh?  They're working for me.  The different year links should go to the 
different years, but the "general", "guidelines", etc should take you to 
pages with the 2004 logo on them.  Granted, most of the CONTENT is the 
same as last year, but there should be notable exceptions.

Anyone tried to "enter" yet?  That part should work too.
