I would change "we will not" to "we can not" It sounds a
little nicer and amounts to the same thing.
Also, you might change "must be signed" to "must be signed
by hand". That might help a little with the wayward folks.

Yes, it should be on the guidelines page and in bold print
onthe upload page!

Hmmm, just have to iterate that it is not a photo contest
but an aquascaping contest.
Otoh, I think it would be fine for folks to submit photos
that they think are really good. Maybe a miscellaneous (and
unjudged) beautiful photos category.
When I taught myself how to write a computer program (thank
goodness for turbo pascal), I soon realized I needed to
spend as much time needed on debugging as the original
coding. Then, I learned about error handling -- whoa, even
more time. *Then* I learned about "what if the user doesn't
do what he's supposed to?" User handling was the toughest
part -- well that and the fact that one couldn't build
dynamically sized arrays in turbopascal.
Difference here is you are a real programmer and very
skilled at organizing things. But it's the same users at
the keyboard ;-) .
