[AGA-Contest] Contest Judges

I had another idea. Well, two of them, for a fourth judge.

1. Ask PAPAS to nominate their best aquascaper from their club because 
they are the only AGA Premium Club at this time. Sort of a perk.

2. Ask ALL the local plant clubs to nominate a judge and we choose from 
among them.
