I am a member of Consumers Union because I subscribe to Consumer's Reports.
They send around a ballot when they are electing board members.
Accompanying the ballot is a page or two of profiles on all the candidates.
I read these and vote for people that I think will move the organization
in the directions I want. I am pretty sure that they do not count an
unreturned ballot as a "no", but as "no interest". I like the idea of
giving members a chance to vote for Steering Committee members. One of the
things that bothered me during the debate over dropping TAG and handing the
membership over to PAM was the idea of making this decision without having
been elected or given authority in any formal way by the membership.
