Administrivia: MIME/HTML messages are now taboo

Sorry to be a dork again, but after getting Mary's latest in the digest,
the one about the new columnist, I realize that HTML-mail just doesn't
work in the digest form.  It gets pretty messed up when you try to read it
all smooshed together as a digest.  So, I'm enabling a couple lines of
taboo-code that bounces such mail back to the sender.  This is the same
bit of code I wrote for Cynthia at the APD to reject mail there, so if
you've had postings to the APD returned before, you may need to change
your mail settings to deliver text-only mail to this list as well.
