Yes. I agree. Not normal in any proposals I've seen unless
the proposal failed to meet reguirements -- in which case
there's a choice to negotiate diffs or reject proposal as
nonresponsive.
But doesn't matter for AGA. If they (whoever they are)
don't want to do it, then no amount of pressure will make
them do a good job. And it's not as if we could enforce
penalties for failure to perform.
90% our leverage is before acceptance, after that it's
moral suassion, good will, and sage counsel.
