Water can only hold a given amount of dissolved CO2 at any given temperature and pressure. What changes is how much the pH is affected - at higher KH, pH changes less with dissolved CO2. That doesn't mean it can contain more dissolved CO2, only that it is less likely to turn way acid and kill your fish.
