Well, sheeyat... I had no idea we were supposed to respond to anything. I
thought Neil had responded saying her policy was reasonable, and we were
being cc'd in so we'd know what was going on. Is she now wanting a vote
from the entire steering committee, or every one of us to reply to her
individually?!  Sorry, it's way too early in the morning.

Unfortunately, she didn't mail this stuff to the steering committee
explicitly, so I don't have her original message. 

OK, we'll do it the formal way.

Assuming that we, as the steering committe, feel that the TAG is an
information vehicle, and that we should publish as much as possible,

I submit the following proposal (trying to reconstruct from memory):

  1. For "ground-breaking" articles, the editor should publish them even
if they're published elsewhere in the same language for a year.

  2. For other articles, the editor may opt to NOT publish them if they're
published elsewhere in the same language in the last year.  The editor MAY
publish them if desired.

  3. When clarification is needed, ask the Steering Committee.  The e-mail
address of the steering committee is aga-sc@thekrib.com.  E-mail should be
sent to this address asking for clarification, NOT to individual members.
