I feel bad that you have gotten stuck with this mess. I think this gives us
a _really_ good reason to stick to lower-key prizes for the contest in the
future.

In the mean time, we have to figure out what to do in this instance.   It's
certainly not Frode's fault that this has gotten so messed up, and I think
we do owe it to him to straighten it out, even if it costs us money.

I am absolutely positive that the bank can trace whether the check was paid
or not.  That was one of the responsibilites of my department when I worked
at the bank.  I wish that we could help get that done, but I suspect that
they will only give that information to the individual who purchased the
check to start with.

IF the check has been negotiated, and the person who cashed it was NOT
Frode, the bank is responsible.  (whether we can enforce that
internationally or not is a different question, but let's skip that for now)
Most likely, the check is simply lost, and the bank can put a stop payment
on it, and reissue.  In the "old days" when I was in banking, a stop payment
on a bank check (which can ONLY be done in the case of a lost or stolen
check) cost about $25.  It's probably more now, but still way better than
$500.

In the worst case scenario, we need to find a way to safely get the money to
Frode, even if it means that we just eat the first check.
