I've got no idea what other organizations do. I've never been involved with any other "national" convention. At NEC, the organizers set their budget, then see what "mix" of speakers they can afford to stay within budget. And, of course, I'd be _happy_ to share the contact information for speakers with any of these folks, but they all seem to want me to talk to them,because they think there's a better chance that they'll say yes.
