It means starting all over again. 

I encouraged Rick, who is understandably discouraged by
Sheraton's response, to gather a few folks and each try to
negotiate two or three hotel deals in diff places and then
we could compare the results. Rick has already gone through
a half dozen hotels in the BWI, and surrounding areas. Of
course, it's possible the Sheraton deal will still work out
to be the best. It's not so bad if the convention turnout
is as expected but if it isn't or we have to cancel (heaven
forbid) the price tag could greatly exceed our total
assets. The probability of those dire results is very low,
imo, but factor in the extent of the damage and it is high
risk. In risk assessment terms, it's what's known as
low-probability/high-consequence.
