I can see it working any of several ways -- members only or
only members can post -- or some forums member only and
some wide open.

How it might go is, I think a matter for some
investigation, planning, and perhaps to be presented in a
proposal.

A person doesn't have to be a perty to the forums to claim
that something someone said there was libelous.
