Fyi, Larry had some comments. I think they make sense.
Refund policies ought to be clear and stated or linked to a
statement. Imo, it's just good, fair business practice.
If we want to be nice and take all comers ("leavers" is
probably more appropos), then we ought to say how nice we
are, imo.
Slightly paraphrased by me, Larry suggests:
Refunds:
Allow refunds to anyone up until a specific date, which
should be, at the very least, a few weeks prior to
having to give the hotel final counts for banquets,
vans, roomnight guarantees, etc. I would prefer to be
even more conservative and
maybe go for 60 days as Rick suggested. Regardless the
policy should be posted on the registration web site.
[To which Scott adds, a small fee should be stated to deter
those without good faith.]
Early Bird: Don't resell refunded early-bird discounted
regs to anyone; it is not fair. If they go to anyone,
it should registrants 51 and 52. But it was a promotion
done to test early for the potential draw. Early Bird is
over.

How long can you wait until the good air fares are gone?
The AGA 2004 Convention is less than 3 months away. "Last minute" air fares can
be pricey. And the Banquet and Field trip have limited capacity. Take time to make your
plans but don't wait too long. A dozen Banquet seats were reserved in just the last ten
days.
