I beleive that it's two plates per sheet of paper (front and back), so there are 20 plates used to do TAG right now. If it went to full-size, 40 pages, there'd be the same number of plates, just that they'd be 11x17. My guess is that they only use 11x17 plates and they probably print using only half the space when they do the small pages. Or the issue is the setup and developing of the plates, not the actual size, that matters.
