I don't know who first thought of it but I was
thinking of
it as a change in how we do business for future
conventions
-- a revamp of the whole document. Of course, the
nature of
the document changes if we change what we want a
local club
to do. If we're taking controlk, the document will
read
very diff in places ;-)

Accountability as you said is the key here. I like

idea that you or EO brought up about
fill-in-the-blanks with some essays. That way they
can't claim ignorance...well they can but it won't
