Yes, usually, same effect as "No monthly minimum", which usually costs more
than having one -- like insurance claim deductibles.
we pay 2.9% plus $0.3 for paypal transactions. So this would be cheaper if we
could get a cart for free.

Re: fees, I thought it was interesting how you could turn the account on
and off. Like on for convention, off afterward and go back to the old
paypal system.
