Normally, I'd say move up the Mexico & Canada rates and drop the foreign rates 
to bring everything more in line with actual costs. However, since the numbers 
of Mexican and Candian members is small, for ease and convenience of 
accounting, lets leave them as caharged as locals.

Perhaps one can view the Mexico/Canada thing similar to how I view 
international DVD sales.  I don't charge any foreign shipping.  Period. 
To mail a domestic DVD, it costs me 87 cents now.  Foreign, usually about 
$2.70.  But I don't want to bother with all the different rates, so the US 
sales subsidise/bring in a little more.  It all works out fine in the end.

I think the foreign rates were set so that we didn't lose money, and 
that's all.  I think at the time we were concerned with recent issues over 
Bookstore rates, which WERE losing us money on each sale.  So we made sure 
we were covered, but that's all.

I'm OK with dropping the foreign rates, as long as we don't have to raise 
*both* of them back up in the next year or so.  Or should we raise the 
US/Canada/Mexico rates up by a buck or so?  I'm cool either way.
