The original thinking (keeping Canadian and Mexican rates the same as those for US members) was that we had about the same amount of US & Canadian involvement in the very beginning, and it didn't seem fair to charge the Canadians more, just because the decision was made to print/mail TAG from the U.S. Somehow, Mexicao go included at the same time, though the reasoning behind that is lost on me at this point.<g> The cast difference between mailing to the U.S., Canada & Mexico was all close enough that even though Canada & Mexico were a LITTLE more, the extra was still easily covered by dues when we were publishing in B&W. Mailing to countries beyond those three clearly brought the costs higher than what normal dues would cover, which is why those rates were set higher.
