You won't find any slimier folks than bankers. Although the airlines probably come a close second ;) Read the back of your ticket about the ariline's responsiblity for your luggage.  Their motto: If you don't like it, you can lump it.
 
As for paypal, the data they gather is from us and we could just as easily have given it directly to the credit card company, who is the one that floated our money several months so there is no genuine value to the "service" they provide in this regard. We won this case because the purchaser wasn't big enough to have more sway with the cred card issuer. Of course, he was in the wrong too, but that doesn't matter so much to cred card companies -- they're policies are focused on the big picture.

Yeah, except when they don't.  We ate $1800 worth of plane tickets to Costa
Rica (for our 25th anniversary) when the airline cancelled our flight, and
dragged out the settlement process.  By the time it was clear that they
WOULDN'T refund the money, neither PayPal nor our credit card company would
help up.  So if you're working with "lttle guy" customers/vendors, or if the
amount is small, it seems to work fine.  On big ticket items, when you're up
against a big corporation; not so much :-(
