I know this sounds simplistic, but on three occasions I have eliminated blue green
algae from 'horror' tanks by turning off the lights and leaving the tanks in at most
half light from the room. The complex plants survived the two week 'cure', and the
tanks are now flourishing. Attempts to use antibiotics in the past didn't really work
for me.
