Yes, but for some reason these are called "ventral fins" on cichlids.

If they are, then they would extend almost to the back edge of the caudal
fin. Do they?

It might be Rotpunkt. I have a 4 year old male with ventrals about that long.
Often, younger Rotpunkt don't have such long ventrals, however. Many male
apistos have long yellow ventral fins.  Several have rows of red spots.
Neither by itself, nor both together, will identify a fish.

 I think you need a good book with a lot of apisto pictures. I'd suggest
buying a copy of Aqualog's Southamerican Cichlids II. By using it you can
make a better guess at what you have.  If you can't find it there, at least
you can reference something it looks similar to.
