Yup, that's right, if you're not sure whether the sand you have has any alcaline substances in it , put it in a jar with vinegar, if it bubbles, don't use it. I'm not convinced that it would be a good idea to try to neutralise the alcalis like this as you may end up spending more on your acid of choice than by trying to find a suitable original sand.
