I live in Philly and with so much talk about west nile I make sure I don't even leave any uncovered tanks or trash cans that hold water outside.
Not just because you could cause a problem but, the neighbors would be a little upset too. Don't know how you could culture larvae and be sure your not drawling the infected mosquitos to your area.
