Who get to decide what is a new Apisto sp?

Howdy folks,
  I'll start with my Just curious opening. I saw these fish for sale. Well, actually I saw poor pictures of them anyhow. Are these for real or is someone just attaching names to little fish from Peru? They are supposed to be wild caught.

Apisto sp paracas
"    "    sp hauswell
"    "    sp marie (I like that one must be like what Agassizi with the Elizabethae.<G>)
Apisto sp kiko   (not a copy center)
  There are so many now even the few little books I have including Romer can't keep up. Oh well just thought I'd ask. Have a good weekend all.
