I've had some dwarfs sent to me by Wright Huntley in a similar manner as
killifish.  The bill on the shipping was between 10-15.  They were bagged in
a similar manner as killies in terms of water proportions.

Now, the dwarfs that I've gotten in from mail order: A. njisseni, P. taeniti
"wauri", P. taeniti "biafra", have all been bagged in large bags with a lot of 
water.  The shipping there was more like $40.  

The dwarfs that I've shipped were done in the larger bags, and I'm a little
more comfortable with that method myself since the potential waste on the
dwarfs is larger.  (this is of course nullified on fry/juvies).
