Yes, there are fluorescent hoods.  Perfecto makes them.  Typically 18" 
fixtures (15 watt) are used.  If you like to DIY, you can rig up two or
more of these, or substitute 13 watt compact fluorescents.  Finally, you
could buy four 10's, turn them sideways in a bank, and hang a 2-bulb
shoplight over the whole shebang for maximum effect. :)
