A few years ago I had the same problem. It apparently was developing
from some of the flake food I was feeding the fish. The way I got rid of
it was to use a pitcher and place it in the tank to where only the
surface water/oil would be collected in the container and then I dumped
it down the sink. I moved a few years ago and haven't had any troubles
since. So.....I think it was in the water all a long.
