Re: Pop Eye/Dropsy

I am seeing a problem described to me as "Dropsy".  Is this also a 
bacterial problem related to Popeye?  If so, is it treated with the same 
medication? and... does this effect all the fish in the tank even if the 
symptoms are not visible?
