What is the theory/logic behind the definition of DOCs and distinction from
TOCs?

Dissolved Organic Carbons are defined as the fraction of total organic
carbon (all carbon atoms covalently bonded in organic molecules) in water
that passes through a 0.45 micron pore-diameter filter. Total Organic
Carbon
(TOC) is measured by the amount of carbon dioxide produced when a water
sample is atomized in a combustion chamber.
