Let's say your RO water has 0 degrees of hardness, the tap water has 20 degrees, and you want 2 degrees. Since your target is 10% of your tap water's level, you should mix up 10% tap with 90%RO, or 1:9. pH is a little tougher because of the interactions of the buffers with naturally occuring acids, CO2, and other stuff.
