I find hatchets to be ideal. They are quick enough to escape harassment, and stay at the surface where they really aren't a threat. Another trick I picked up from Les Scott is to set the tanks sideways and side-by-side. The Apistos in one tank provide the fish in the adjacent tank a target for aggression without endangering either of them.
