[GSAS-board] please don't BCC the board list

Since the mailing list upgrade, messages like Rick's recent one to 
Victorea go into my administrator queue of "non-standard" messages for 
approval.  If you wish to include the board in a message to other people, 
please either forward the original, or include the board as a CC (not a 
BCC).
