I checked the Seattle Parks dept, and they have a nice PDF with 
descriptions of all the rates for their parks.  Looks like one can walk in 
and reserve a spot if one wants to go downtown and wait 15 minutes in 
line:

More cool parks I've been to: Gasworks.  Matthews Beach.  Woodland Park.
