I suspect what's going on is that since the image is declared "inline", it's considered part of the e-mail, as opposed to an attachment. So if you quote the part of the original e-mail with the photo, it gets included. All the more reason not to include the entire !*@& thread in one's reply.

So this is interesting. We're kinda in a "pick any two" situation, where the requests are (a) More image space, (b) Inline Images/HTML Mail,
(c) Host the images in the archive rather than in the e-mail itself.

Options for the list now are:

1. Scrub attachments on non-digest - gives you (a) and (c)

        - HTML mail (which I just enabled) won't work right (no net change)
        - Inline images won't work at all (no net change)
        - Unlimited image capacity, since it goes to the archive server (change)

2. Don't scrub attachments on non-digest, but up the message size - (a) and (b)
        - HTML mail looks nice in non-digest
        - Inline images work
        - People on non-digest will get potentially huge e-mails (change)
        - People who want small e-mails will have to switch to digest
        - HTML will look as icky as option #1 in digest mode (no change)

3. Don't scrub attachments on non-digest, leave message size alone - (b)
        - HTML mail looks nice for non-digest (change)
        - Inline images work
        - Digest mode operates as it does today (no change)
        - Can only send limited images
