Have you looked at the ceiling tiles comonly called 'egg crate'? It is basically a plastic grid of I think 3/8 inch squares. Small enough full grown monks would have trouble getting past it at least. Cardinals could swim through it, but I don't think most of the larger tetras could. With a little space below it the eggs would mostly pass right through, and it would be easy to cut it to the size of the tank you are using.
