Sales Tax

Does anyone know if a person has to pay the local sales tax for an item off of 
eBay, if the seller is not located in Washington state? The guy I am buying the 
halide light from is located in Colorado, and he thinks I have to pay local 
sales tax. To my knowledge, I shouldn't have to pay the tax. I don't pay 
Wisconsin sales tax when I order stuff from Drs. Foster and Smith.
