Oh dear...  the EVIL betta in a vase with a peace lily
combo rears it's ugly head... and they want to subject
a frog to this too? 

Actually, it really depends.  They used to give people
these horrible "instructions" that told the buyers
that they did not have to do anything to maintain the
set up. They actually tried to tell people that bettas
could live off of the micro organisms on the plants
roots >8-|.

I do not really know about peace lilies, but a betta
in a vase with a plant such as a java fern is actually
good *IF* there is a at least a half gallon of water,
the water is changed weekly and the fish is fed
appropriately.  The betta will hide in the leaves and
even kind of sit on them sometimes (plants as
furniture ;-). 

For a betta, they need to make sure that the plant
does not cover the entire surface of the water-
remember that they need to surface and gulp air. They
may even want to cover the top of the vase because
some bettas are serious jumpers. 

So, the main things that need to get across is that
these are NOT self maintaining systems.  The water
must be changed frequently, the fish MUST be fed
appropriately. 

I assume that frogs like to be fed and kept in clean 
water too!
