In england, it's the goal of the greenies and other nutbars to outlaw keeping of *any* pets. The amount of grief they give hobbyists, who in many cases are expert in husbandry of the animals in question, far more so than academics or 'professionals', is absurd and harmful to the animals. Your proposal is meritless. Plenty of fish do just fine in sub-1 gallon containers. Koi have traveled in space in containers containing fewer than 1 gallon of water (I think around a quart.) Killies in a space shuttle reproduced in space (first vertebrate mating in space) in a small container and this yielded viable offspring from which numerous generations have followed Would you propose the same thing the greenies have passed into law, that you *cannot* display fish in bags (a corollary of this mad hatter proposal of yours, since most small bags hold less than 1 gallon of water). How do you do a fish auction then? See how this works? No fish auctions == no organized hobbies == loss of key habitat and husbandry and conservation information (most if not all provided by hobbyists.)Let's keep the damn government out of my hobby.
