Matt: To some degree this is already happening with a few fish. For example ask how many people ended up with "Bob's Endlers" (Thanks Bob!). There also seems to be a good number of Angels (and other cichlids) at the moment. However what the club is not doing at this very moment is a focused activity. I believe NANFA (NANFA.org), AKA (aka.org), ALA (livebearers.org), and others (please post!) have species maintenance programs or something similar.
