I tried it again, it works. I guess it doesn't turn on and off right away if
you plug and unplug it light a regular lamp.

I am the former owner.  I haven't used it for 5 years, but it did work 
then.  Perhaps the bulb needs to be replaced.  What I remember is that 
bulb was nothing special, so the guy threw it in free with the setup.
