Oh yes, that's very important about gas discharge lamps.  You must let it 
warm up over 5-10 minutes to come to full brightness, and you must let it 
cool down for quite a while (like 1/2 hour?) before restarting it! 
There's probably some interchange to keep it from being immediately 
restarted.
