Heaters are bad. If you don't need them, don't get one.
 
That said, I like them low in the tanks to not be a problem when doing water 
changes.
 
Plenty of fish do fine in unheated tanks (as long as the room is heated and 
stays above 60). Isn't this club full of people keeping goodeids? They're 
(mostly) from the mexican highlands where it never gets that hot. 60F is fine. 
Of course, they'll eat plants.
 
Killies don't mind cool water (most of them - I wouldnt' keep desert pupfish 
this way, but I wouldn't keep desert pupfish for lots of other reasons.)
