You can't hatch them in freshwater. Doesn't work. You need some salinity - typically 50% seawater (SG 1.01),or higher. I have hatched brine shrimp eggs in Mono Lake water, but it's high in calcium salts I think (so, it might have a high SG but be technically freshwater) When I used a 1 liter hatching bottle (back in the days before I used seawater) I'd mix about what you used, a heaping tablespoon of marine salt per liter of very hard-to-begin-with tapwater.
