Have you tried doing a search - fish tank - on Craigslist??   I got both my 
29G tall and my 30G long from people that had posted there.  Watch postings 
for a day (or a few), tolerate wading through the outrageously priced ones, 
and you will inevitably come accross someone just trying to clear out 
clutter that is offering a great deal (and sometimes free!).  I paid $25.00 
for the tall and $30.00 for the long, and they both came with a box full of 
hoods, filters, heaters, etc.; essentially anything and everything they had 
fishwise and wanted to get rid of.  Used equipment, and almost vintage in 
the tall tank case, but still cheaper than buying it new by a long shot!  It 
worked out great for me.

Just looking for something for a beginner that isn't too expensive, that is

My 29 gallon Oceanic Biocube would probably work superbly for that if
he's interested, but I'm not looking for a goldfish tank price.  I'd
like around $350 for it and the stand.
