I think it's better to ask forgiveness. It's illegal to take things out of state and federal parks as far as I know. I went on a rock- gathering expedition (in a state park) a few weeks ago that had to be put off during memorial day weekend because there were too many campers around. I've found the best way to "get around" this is to act absolutely normal and pretend like you didn't know it was illegal. Most of the time they'll let you off. Just don't let them catch you dumping fish or plants BACK IN!
