AAA Fire and Safety in Queen Anne right near the Fremont Bridge refills
CO2 for $1.50 per pound, usually while-U-Wait. The downside is that when
your tank needs an inspection, it tacks on 10 or 20 bucks.
Central Welding in Ballard does a tank swap-out. They take away yours,
you get a new one. Their prices seem pretty similar to AAA, possibly
cheaper (though I don't have the most recent receipt from them), and you
don't have to pay for the hydro test every 5 years. The downsides are
that if you have a nice tank you're attached to, you may get a crappy one
in exchange.
